Antananarivo, capital city of Madagascar. At the rehabilitation Center of Antananarivo, Joseph, 15 years old, has been emprisoned for a year for stealing a watch. He has waited for an hypothetical judgement. For stealing a shawl, Victorien, 17 years old, has cleared a six month penalty at the Antananarivo prison among 4000 adults failing to prove he was minor. Amazed at the startling gap between the punishment and the crime, Olivier Ballande and Alice Mallet decided to follow day after day Joseph and Victorien’s steps in the Madagascan judicial system. They testify underdevelopment and the fate reserved to this generation of children.
